Paul is still in minimum security prison at the palace in Caesarea and a new governor comes to power. We don’t know much about Festus except that he was a member of the Roman nobility and that he died two years after he assumed his office. Josephus (Jewish historian) says that he was a better governor than his predecessor or his successor. Though his palace is in Caesarea, Festus rules over the Jews, so he immediately makes a visit to Jerusalem and steps into the hornets' nest of Jewish bitterness toward Paul.
